Here is simple way for the Trump administration to help several million people without any significant budget drain:

To help the citizens of Houston, Northern California and Puerto Rico recover from the natural disasters brought on by hurricanes and vicious wildfires, the Trump administration should immediately issue 50,000 work visas to Latino construction workers.

The number of houses heavily damaged or destroyed by Harvey in Houston is estimated at 25,000 to 40,000. In California as many as 5,700 structures have been destroyed, 2,800 in Santa Rosa alone. Tens of thousands of residents have been displaced and need their homes to be repaired or replaced. Puerto Rico presumably has suffered comparably but is so badly wounded reliable estimates are lacking.

But there is a severe and growing shortage of experienced construction workers. …
