Benjamin Franklin famously said that nothing is certain except death and taxes. It's fitting that these two terms are often tied together, since abolishing taxes - a popular but often misunderstood notion - can kill off publicly funded essential services, such as schools.

Such is the case with the ballot referendum that Pennsylvania voters will consider Tuesday. At first blush, it sounds like a great idea: Amend the Pennsylvania Constitution so local governments and school districts can eliminate property taxes on a person's home.

But the devil is in the details. The legislation's supporters are giving lip service to a politically expedient idea, hoping voters don't look too closely at the flaws.

Current law, known as the Homestead Exemption, allows the same taxing bodies to exempt up to 50 percent of the median value of homes. …
