Wolf Plans to Sign Bill on Pwsa Puc to Oversee Troubled Authority

HARRISBURG - A bill that would place the troubled Pittsburgh Water and Sewer Authority under the oversight of the state Public Utility Commission is poised to become law.

The bill easily passed the House on Monday and is now headed to Democratic Gov. Tom Wolf, whose spokesman said he intends to sign it.

The bill, which passed the Senate late last month, adds another layer of oversight to PWSA, which in recent years has struggled to curb the lead levels in water and to fix troubles with its billing system.

The bill places the authority under PUC oversight starting in April. Under the arrangement, PWSA will have to work with the PUC to establish billing rates. It will also have until roughly October to submit a compliance plan, which the PUC will review to ensure it meets standards for providing "adequate, efficient, safe, reliable and reasonable service. …
