EMERSON-FRANKLIN, Manitoba. x-11s. More concerns are being raised about the cold weather and long walks facing some migrants who sneak across the Canada-U-S border into Manitoba. A 36-year-old man from the small African nation of Togo suffered severe frostbite earlier this month after walking for four hours to get into Canada. The reeve of Emerson-Franklin, Greg Janzen, says the weather in recent weeks has been treacherous.
