VICTORIA. x-15s. Health officials in B-C say decriminalizing illicit substances such as opioids could help curb the province's climbing number of fatal overdoses. The executive director of B-C's Overdose Emergency Response Centre says people feel more comfortable calling for help when they know they won't be arrested for drug possession. But Doctor Patricia Daly says decriminalizing drugs isn't the sole solution.
