A McKees Rocks man is in the Allegheny County Jail, charged with dozens of crimes related to a home improvement scam.

Allegheny County Police, working with the county District Attorney's Office, arrested Jeffrey McGurk, 45, owner of Emergency Service Restoration. Included in the charges against him are home improvement fraud, theft by deception, receiving stolen property, insurance fraud, and conspiracy.

He was arraigned Wednesday and is in jail on $75,000 bond. Charges were filed Tuesday.

Police said McGurk is a convicted felon from Philadelphia who came to Pittsburgh in late 2016. His scam involved arriving on the scene of a fire shortly after a fire call was broadcast over emergency radio, at which point he'd seek to make deals with the fire victims, according to police.

"McGurk would make vulnerable homeowners promises of handling all of the fire, smoke and water damage in a timely fashion," a police statement said. "In some instances, McGurk would tell homeowners that they could get money back from the insurance company claim. …
