NAT101 - (Motherisk-Report) TORONTO. x-15s. An independent commission has found that a now-discredited drug and alcohol test caused extensive harm to vulnerable families across Ontario. The commission led by provincial court judge Judith Beaman reviewed more than 12-hundred child welfare cases spanning 25 years.
