WINNIPEG. x-6s. Manitoba's Progressive Conservative government is planning tougher penalties for people who drive while using a hand-held electronic device. The government is planning to pass a bill that would suspend the drivers licences of offenders for at least three days. That is on top of existing fines and demerits. Infrastructure Minister Ron Schuler says there will be other tough measures soon.
