The national average of income a household spends on energy bills is 3.5 percent. Pittsburgh ranks fifth worst in the country for shouldering the highest energy burden, with one-quarter of low-income families paying an astounding 16 percent or more of their income on utilities. Experiencing high energy burdens can greatly affect the mental and physical health of families by increasing financial stress, cases of asthma, respiratory problems, heart disease and arthritis.

There are families and individuals for whom retrofitting and weatherization may provide a pathway out of poverty, but when education is lacking and there's an additional $300 burden to get an energy audit, the pathway is not accessible to the majority of our communities, especially those who are hit the hardest. …
