WINNIPEG. x-12s. Manitoba Hydro customers will face rate increases this year, on average, of 3.6 per cent. That's far less than the 7.9 per cent the Crown corporation was seeking. The Public Utilities Board has ordered the lower rate and also recommended the provincial government offer some financial relief to Hydro. But Crown Services Minister Cliff Cullen says the government has its own challenges.
