HALIFAX. x-10s. Recipients of court-ordered spousal and child support payments in Nova Scotia are owed over 60 million dollars in unpaid amounts over the lifetime of a program that began in 1996. Michael Pickup says there was a 10 million dollar spike when the former N-D-P government moved the program's administration to New Waterford in 2013. He says the program also sustained serious staffing losses which resulted in weak enforcement which has immediate effects on families who count on the payments.
