NAT142 - (Victoria-Orcas) VICTORIA. x-17s. Visitors to Victoria's Inner Harbour didn't have to leave the shore to enjoy some whale watching yesterday as a pod of orcas toured the waterway for about an hour, easily visible from the lawns of the stately Empress Hotel. Jackie Cowan -- a member of Victoria's marine search and rescue team -- says she realized there was about to be a rare appearance as she listened to chatter on a marine radio about a pod off whales off Victoria.
