School Transportation Company Owner Sent to Prison for Hiring Fraud

The owner of a McKeesport transportation company was sentenced to prison Thursday for failing to conduct background checks and allowing people with criminal records to drive charter school students.

Martin W. Betchy, 36, owner of Three Rivers Transit LLC, was sentenced to 11 1/2 to 23 months in prison after pleading guilty to charges including insurance fraud and endangering the welfare of children, according to the Pennsylvania attorney general's office.

Betchy employed "numerous" drivers with criminal records and fraudulently obtained insurance policies by saying the student-transport vehicles were for his personal use, the attorney general's office said.

Per his contract with Propel Schools, which operates 13 charter schools across Allegheny County, Betchy was required to ensure that all of his drivers underwent background checks and child-abuse clearances, investigators said. …
