WINNIPEG. x-11s. The Manitoba government says it will proceed cautiously with plans to privatize the province's air services. The government recently put out a request for proposals from private firms to operate water bombers, airplane ambulances and other aircraft. Infrastructure Minister Ron Schuler (SHOOL'-ur) says the idea will only go ahead if private bids offer the same safety measures at a better value.
