Japan's push to reinstate

commercial whaling fails

Members of the International Whaling Commission defeated a Japanese proposal to reinstate commercial whaling at a meeting in Brazil on Friday.

The commission suspended commercial whaling in the 1980s, but Japan argued that stocks have recovered sufficiently for the ban to be lifted and that no good reason exists to maintain a measure that was meant to be temporary.

Other countries argued that many whale populations are still vulnerable and that whaling is increasingly seen as unacceptable. Japan's proposal was defeated Friday by a vote of 41-27.

Russian activist regains consciousness - A member of Russia's Pussy Riot protest group says a fellow activist who was hospitalized for possible poisoning has regained consciousness.

Group member Maria Alekhina said via Facebook that Pyotr Verzilov regained consciousness on Friday, but remained in intensive care. Verzilov has been in the hospital since falling ill Tuesday.

Alekhina said she thinks he was poisoned and "there's nothing other than politics" behind it.

Independent Russian news website Meduza reported Thursday that Verzilov's doctors told his relatives he either overdosed or was given too much medicine.

Driver held in France for directing car at crowd - Police in southern France held a man on suspicion of attempted murder Friday after he allegedly steered his car toward a crowd, slightly injuring two people.

A police spokeswoman said barriers stopped the car before it hit the pedestrians head-on in the town of Nimes. The man was arrested after the incident early Friday.

An official close to the investigation said the man was hospitalized and investigators had been unable to verify reports he was heard at the scene shouting "Allahu akbar," Arabic for "God is great. …
