The outer bands of high winds and heavy rain from hurricane Florence are moving onshore along North Carolina's barrier islands.

The monster storm is bearing down on the southeastern U-S coast.

Its centre will approach the coast tonight and make landfall early tomorrow around the North Carolina-South Carolina line.

North Carolina Governor Roy Cooper says people should not put their lives at risk.

Officials say people refusing to evacuate could end up alone in the dark because rescue crews won't be going out in winds above 80-kilometres per hour.

Toronto is asking the federal government to keep Ontario from slashing the size of its council.

The request for Ottawa to use its disallowance power came during an emergency session at city hall a day after Premier Doug Ford reintroduced council-cutting legislation that a judge deemed unconstitutional.

The prime minister says he won't block the Ontario government's unprecedented use of a constitutional provision to push through with its plan to reduce Toronto's electoral map to 25 wards from 47.
