WINNIPEG. x-8s. Few financial details are being released about a plan to restore rail service to Churchill in northern Manitoba. The federal government is putting up 117 million dollars to help a group of northern communities take over and repair the line, which was washed out more than a year ago. Part of the money is for ongoing subsidies of 4.3 million dollars a year. Jim Carr, Manitoba's senior federal cabinet minister, won't say whether the government will put up more money if the rail line loses money.
