Conservative Leader Andrew Scheer says the federal Liberals should both appeal the Trans Mountain pipeline expansion to the Supreme Court of Canada and legislate the project into existence. And Scheer says foreign-backed environmental groups who simply oppose the fossil fuel industry in general should not be allowed to take part in consultations on the project.
