WINNIPEG. x-09s. Manitoba's Progressive Conservative government is reporting a lower than expected deficit. New figures for the fiscal year that ended in March show a deficit of 695-million dollars. That's 145-million lower than expected. Finance Minister Scott Fielding says there are a number of reasons for the reduced deficit, including fewer health capital projects and a lower volume of physician services.
