NAT145 - (Alta-Notley-Rail) CALGARY. x-15s. Alberta Premier Rachel Notley is proposing Ottawa get into the crude-by-rail business -- at least temporarily. She says it can be a stop-gap measure while the oil industry waits for new market-opening pipelines to be built. Notley says Alberta oil producers have been dealing with a punishing discount to U-S light oil and that has hurt the Canadian economy. She says if Ottawa can afford to write off a loan the previous Conservative government made to automaker Chrysler in 2009, it can help Alberta producers, too. ("..Canadian economy.")
