Ontario's auditor general says the cost of social assistance spiked under the previous Liberal government but the system didn't help recipients become self-reliant. In her annual report, Bonnie Lysyk says the province now spends nearly three-billion dollars on Ontario Works -- up roughly 55 per cent from 2009.
