REGINA. x-10s. SaskPower says a major buildup of frost is to blame for knocking out power to about 200-thousand people in the province yesterday. The outage hit Regina and Moose Jaw and spread through most of the province's southeast and north. SaskPower spokesman Jordan Jackle (JAY'-kuhl) says power has been restored with the exception of a few farms.
