Ballpark Village Venue Over-Served Wrong-Way Driver Involved in Fatal Crash, Lawsuit Claims

ST. LOUIS - The daughter of a woman killed a year ago by a wrong-way driver in St. Clair County is accusing a Ballpark Village venue of overserving alcohol to a man before he got behind the wheel.

Lyn Chieng, 56, was killed in a head-on crash Jan. 21, 2018, on Interstate 64 near Illinois Route 111 and the Interstate 255 interchange. Chieng, who lived in the 3600 block of Marceline Terrace in St. Louis, was pronounced dead at the scene of the crash, authorities said.

Police identified the driver of the car that hit Chieng's vehicle as Brandon J. Bell of O'Fallon, Ill. He was later charged with reckless homicide and DUI for allegedly driving east in the westbound lanes of I-64 while intoxicated.

Bell's criminal case is pending in St. Clair County Circuit Court. He is not named as a defendant in the civil suit, which was filed Tuesday in St. …
