P02 - (Phoenix-Pay-Problems) OTTAWA. x-20s. One of the country's biggest civil service unions is calling on the federal government to set aside money next month to launch the eventual replacement of the disastrous Phoenix pay system. Debi Daviau, president of the Professional Institute of the Public Service of Canada, says cash needs to be earmarked this spring for a new system, before the federal parties become embroiled in campaigning toward the fall election.
