FBI Tracks, Arrests 3 for Heroin Sales

Authorities seized guns, cash and more than 30,000 stamp bags of suspected heroin following an investigation of drug trafficking along the Pennsylvania Turnpike.

The FBI on Wednesday arrested Harvey Hicks, 48, of Penn Hills; his girlfriend, Breanna Bane, 26, of Monroeville; and Matthew Pearson, 44, of Somerset, after monitoring the trio using cellphone and vehicle trackers and confidential informants.

Drug charges were filed Thursday in U.S. District Court.

Pennsylvania State Police and the FBI were tipped off in January to an alleged drug-running operation involving Hicks. By March 31, they were tracking his cellphone and monitoring his movements. They believed he was traveling east on the turnpike from Pittsburgh to the Harrisburg area.

The next day, according to an affidavit supporting the charges, agents tracked the phone moving back to Pittsburgh.

Investigators set up surveillance on Ms. Bane's apartment - at the time she lived in North Versailles - and spotted two SUVs near the residence, the affidavit said. They watched Hicks go from the vehicles to the apartment with a white bag.

One vehicle was registered to Mr. Pearson, and the other was driven by Hicks and Ms. Bane to his Penn Hills home, the affidavit said. Hicks carried a white bag into the house, according to the affidavit.

Investigators installed a tracking device on Mr. Pearson's SUV. They wanted to do the same with the other vehicle but said they couldn't find a time and place to do it secretly. …
