Creating Peace in Sri Lanka: Civil War and Reconciliation could not have been written and produced without the patient and skilled editorial efforts of Dana Francis. This book, containing wholly new contributions, was preceded by a conference at Harvard University in November 1997, sponsored by the World Peace Foundation and the International Centre for Ethnic Studies of Colombo, Sri Lanka. That Centre is directed by Neelan Tiruchelvam, M.P., who co-chaired the conference. Lisa M. Kois, Dana Francis, and Robert I. Rotberg then wrote Sri Lanka's Civil War & Prospects for Post-Conflict Resolution, WPF Reports 18 ( Cambridge, Mass., 1998), in part as a report of the meeting. I am grateful to my dedicated and thoughtful co-authors, but especially to Neelan Tiruchelvam, and to Dattathreya C. Subbanarasimha. Dana Francis felicitously, with significant assistance from Stacey Warner and Rachel Gisselquist, helped shape the various chapters into a cohesive whole.
