While planning this volume, a number of us realized that our work together and much of our professional association with one another was the result of the influence of Professor Robert H. Connery, president of the Academy of Political Science and professor emeritus of public law and government in Columbia University. It is Bob Connery who as a professor and a colleague encouraged us in many ways— he sparked our interest in local government and urban affairs, and he connected many of us to the "real" world. Bob Connery is a wise man, adviser, colleague, and friend; our admiration and respect for him and his good work has continued to grow. He brought many of us together once again in the Partnership conference and in these essays that resulted from the conference. For these reasons, and for many more, we dedicate this volume to Professor Robert H. Connery.
