2. Opinion of Parliament
3. Common position of Council by qualified majority vote
4. Communication of common position to European Parliament
a) approves within three months common position by qualified majority
b) expresses no opinion within three months
a) or b): Council adopts the act
c) proposes amendments to common position by absolute majority within three months
d) rejects common position by absolute majority of its members
c) or d): Parliament forwards result to Council and Commission.
6. Commission reconsiders within one month its Proposal and submits re-examined Proposal and its opinion on Parliament’s amendments which the Commission did not accept.
