This book originated in a series of papers given to the Staff-Graduate Research Seminar in the Department of Government at the University of Manchester during the academic year 1990-91. All the contributors are members of the Department, and the circumstances in which the papers were given offered unusually extensive opportunities for comments, criticisms and exchanges. Our thanks must go not only to those who gave papers, but to the many colleagues, both from the teaching staff and the graduate school, who so generously contributed to the discussions. We owe a special debt to our contributors for their readiness to respond to our constant demands for revision. Scholarly collaboration is notoriously destructive of friendship, but we are happy to report that the amicable and collegial atmosphere at Manchester survived even the production of this book.
