Chapter Four
THE CONCEPT-DEMONSTRATION PATH

In previous chapters, we developed arguments on two features of the overall force-modernization process: first, that in the foreseeable future such modernization will depend to an increasing degree on weapons with novel design concepts and novel employment strategies and doctrines; and second, that we need to add a process that would enable the decisionmakers to authorize the start of some novel system concepts that would otherwise be considered too risky, thus creating a richer set of options available for acquisition, and that would enable efficient and timely acquisition of those systems to meet rapidly evolving operational needs.

In this chapter, we describe how the proposed conceptdemonstration path should function.


THE CONCEPT-DEMONSTRATION PATH

The content of the demonstration phase must be designed to efficiently deliver the desired demonstration of system capabilities. The current ACTD process provides such an option—a process with an objective limited to that of demonstrating major uncertainties facing a particular new system or subsystem.

The overall design for the concept-demonstration phase is outlined in Figure 4.1. It consists of an initial demonstration phase followed by a special milestone review (milestone X). That review would assess the outcomes of the demonstration phase, the condition of the system in terms of maturity, and the level of operational need for the capability provided by the system.
