port, I request that in all matters in which an appeal lies to this Department, or where by usage or otherwise the prior sanction or authority of the Secretary of the Treasury has been deemed necessary, that you will consult with the Hon. John A Dix, ex Secretary of the Treasury, and, after carefully weighing his suggestions, act on your own views of duty, and in conformity, so far as circumstances will permit, with the laws relative to the same.
While thus giving you extraordinary powers, it is impossible to place restrictions upon your actions other than those, so far as they may be applicable, of the law by which the Department itself is guided and controlled. Relying upon your devotion to the interests of the country, I expect that you will act promptly, diligently and efficiently for the public interests, and as nearly as practicable with strict regard to the revenue laws of the United States.
You will please communicate whatever decisions you may make affecting for the time, the general commerce of the country to the Collectors of Philadelphia, Boston, Portland Providence New Haven, and other ports north of the Chesapeake, in order to secure the greatest practicable unity of action.

My dear Sir,
Let me beg you to remember that the disunionists have anticipated us in everything; and that as yet we have accomplished nothing but destruction of our own property.
Let me beg you to remember also that it has been a darling object with the disunionists to secure the passage of a secession ordinance by Maryland.
The passage of that Ordinance will be the signal for the entry of disunion forces into Maryland. It will give a color of law and regularity to rebellion and thereby triple its strength. The Custom House in Baltimore will be seized & Fort McHenry 1 attacked--perhaps taken. What next?
Do not, I pray you, let this new success of treason be inaugurated in the presence of American troops. Save us from this new humiliation.
