I wrote you a few days ago for tugs and barges for the transportation of this Army! With these I could spare a corresponding proportion of steamers and use them when the steamers cannot be used.
Quite a number of coal barges can be prepared here so that the tugs are of the greatest importance. I hope you will give this early attention.
I have ordered the release of a number of boats sent from the Ohio river and will keep no more than are absolutely necessary.
