Your communication of this date 1 in relation to Capt Hawley 2 is just received. I have made enquiries and find that he shows no authority for being here. He has no company, has not been sworn into service and I cannot see that he is entitled to any consideration other than as a citizen.
Capt Hawley should be compelled to show his authority for raising a company, and that he has complied with his instuctions in raising it. When this is done by reporting to Col Waagner Chief of ordinance and act. chief of artillery for instuction he will be assigned to duty.
There can be no independent command within this command and no conditions made to suit the whims of disatisfied persons.
