I am a researcher working at the University of Maryland, College Park. As you may well know, regional inter-governmental human rights organizations have been in operation for sometime in Europe, the Americas and Africa (e.g. the European Commission and Court of Human Rights).
My current research is an investigation into the prospects of establishing a regional intergovernmental human rights mechanism in East Asia, with a focus on nongovernmental organizations' (NGOs) contributions to the development of such a regional human rights institution.
The questionnaire enclosed is directly related to the above topic and is being sent to a small but representative sample of human rights NGOs such as yours in Japan, South Korea, Taiwan, and Hong Kong.
