JAPAN, MEDIA LITERACY DEVELOPMENTS IN. A combination of political, cultural, and social factors have retarded the development of media education as it is understood in the West—there is no precedent for an educational project that seeks to question the status and sources of information. As a result, all media literacy education tends to have an audiovisual bias. Groups such as the Forum for Children's and Citizens' Television (FCT) have worked since 1977 to promote media education. The forum has conducted analytical studies of television content and has helped to introduce the Japanese to media literacy efforts made in Europe, Australia, and the United States. The group has introduced the notion of media education to Japan, run conferences and workshops, and translated the Ontario Department of Education's Media Literacy Resource Guide into Japanese. Most recently, teacher training courses were begun and books were being written on media education. The FCT and the Christian Mass Communication Center formed the Television Environment Research Society (TERS), which produced a handbook, Viewing and Interacting with Television. This handbook has served as the basis for TV awareness-training workshops in Japan, as well as Korea, the Philippines, India, Indonesia, and Malaysia.
