MALTA, MEDIA LITERACY DEVELOPMENTS IN. In Malta, media education started on an experimental basis in October 1981. Four schools were involved in this experiment: two girls' schools and two boys' schools, all of which were church secondary schools. In just over five years, the number of schools teaching media education increased from 4 to 27. At present, 50 schools—31 at the primary level and the remainder at the secondary level—follow this media education program. It is formally taught in grades 4, 5, and 6 of the primary level and in forms 1 and 2 of the secondary level.

The Media Center of the Archdiocese of Malta has assumed the responsibility for producing textbooks and training teachers and parents. The center supports this work by means of a number of evaluation programs. The center's philosophy is that media education has to be culture-specific and that media books should reflect the mediascape of a particular country.

The basic aim of the media education program is to transform the media user from a passive consumer to an active “media partner.” The program aims at helping students to “use” the media to suit their needs and fulfill their aims in life rather than let themselves be used, and perhaps abused, by the media and their owners. More specifically the aims of media education are that students be enabled to: 1) “read” the media: acquire the knowledge, the capabilities, and the attitudes to understand their message; 2) assess critically the message that the media present and be able to judge the values and lifestyles portrayed; 3) learn about the process involved in the production of different media; 4) know how the media influence society and how society influences the media; and 5) “write” with the media by being given the opportunity to express themselves through their own productions.
