Issue Management

INTRODUCTION

Chief executives in public sector organisations have had to develop capabilities for issue management. This appears to be the result of major changes in the organisational environment. As the challenges to traditional public sector activities have built up, top managers have found themselves confronting resource issues, community issues, and organisational issues. It is no longer possible to see the job of managing in terms of simple planning and controlling.


THE NEED TO MANAGE ISSUES

The pressures to identify, monitor, and manage issues are partly political in nature. Politicians have been articulating concern over issues and expressing commitment to handling issues. The politicians are probably the key stakeholder group in the current public sector. If they feel strongly that something needs to be done on an issue then managers feel motivated to respond. These issues may be big ones and politicians may state ambitious and stretching targets for tackling them. The politicians may be acting on the basis of political calculations or on the basis of their beliefs and principles. But, either way, the need to deal with issues has become more important because politicians are demanding that public sector organisations should address issues.
