As always this has been a team effort. Our work in preparing the book has been greatly aided by the efforts of Helen Jacobs and Dawn Rowley. Claire Baker took part in the subsequent research on the programme but has played a key role in checking this earlier work.
Throughout the project we have benefited from the wise counsel of an advisory group composed of Professor Jane Aldgate, Jane Allberry, Dr Carolyn Davies, Helen Jones, Gerri McAndrew, Professor David Quinton, Caroline Thomas and Professor John Triseliotis.
Our thanks must also go to those who, for reasons of confidentiality, we cannot name: the managers and liaison officers in the seven local authorities who were prepared to participate in, and support, a project that made great demands on their time, especially in completing the Census of Registered Foster Carers at two points of time.
Our main thanks are reserved for the foster carers and foster children who took part in our study. Without them this book would not have been possible. We hope it does justice to their concerns.
