In 2002, only a third of Utah's high school students enrolled in Information Technologies Essentials courses. By 2006, all 35,000 high school students will be required to meet the state's ICT education requirement, placing a tremendous strain on school districts to increase course capacity. Consequently, the state has an official policy of encouraging alternative methods of fulfilling the requirement.
