GIOVANNI BIAGGINI is Professor of Constitutional, Administrative, and European Law at the University of Zurich, Faculty of Law. He is the author of Öffentliches Wirtschaftsrecht (1998), with René Rhinow and Gerhard Schmid; Theorie und Praxis des Verwaltungsrechts im Bundesstaat (1995); Verfassung und Richterrecht (1991). His research interests include Swiss and comparative constitutional law, federalism, and the general theory of state.
ANNA GAMPER is Senior Researcher and Lecturer at the Institute of Public Law, Financial Law and Political Science at the University of Innsbruck (Austria). She is a former researcher at the Institut fur Föderalismus in Innsbruck and, since 2001, the Austrian vice-representative in the Group of Independent Experts of the Institutional Committee (CLRAE, Council of Europe). Her main research interests include Austrian constitutional law, comparative federalism, and European regionalism.
KRISTIN HENRARD is Senior Lecturer at the University of Groningen where she teaches human rights, refugee law, and constitutional law.
