CHAPTER 11
Project Accountability

Grant awards bring accountability for monies invested in the library and its projects. Government agencies use grants as important tools to achieve societal goals at local, state, regional, and federal levels. Prior to applying for and accepting grant awards, a library and its parent organization must put an infrastructure in place that includes checks and balances for financial and programmatic performance. The internal grant management system enables the library to provide evidence of procedures and policies required to assess grant results and use those results for continued improvements in programs and services. Throughout all grant management activities, the Principal Investigator must work with those individuals who provide and assist in monitoring institutional control over financial policies, accountability requirements, professional development, and sharing of information within the library.

Library staff members who seek and are awarded external funding must have sufficient accountability and financial support to guarantee that grant monies are invested solely in the services and activities described in the grant application and supporting documents. Grant management systems serve as the basis for ensuring to the grantor that monies will be used solely for the intended purposes and will be managed efficiently and effectively. If the library does not have sufficiently developed internal grant management systems, Principal Investigators will have a difficult task when monitoring, managing, and reporting progress toward the achievement of the project goal. Staff members will benefit from a single location to access all policies, documents, forms, and related information for the successful management of a grant award.
