APPENDIX 1: COMMUNICATIONS STRATEGY—PATRIARON
OF THE CONSTITUTION
The purpose of this memorandum is to outline a basic action plan to explain the constitutional package approved by Parliament.
Themes to be Developed
1. Parliament has passed a motion to adopt a Canadian Constitution. Patriation is a symbol of our independence.
2. “Personalize” the Charter of Rights and Freedoms. Why is it important to individual Canadians?
3. The people of Canada, through Parliament, made a democratic decision. The inputs of Canadians are reflected in amendments made during committee study and since. Now it is time for reconciliation and building the kind of Canada we all want.
4. There has been no final decision on an amending formula. Negotiations will take place. The government is flexible. If there is no agreement, a modified “Victoria formula” comes into effect, or the Canadian people will decide.

Considerations
1. The Government of Canada has an obligation to help Canadians become better informed.
2. For purposes of this program it is assumed (implicitly but not explicitly) that ratification by the British Parliament is a foregone conclusion.
3. Explanatory advertising should be of relatively short duration (10 days). Canadians have been saturated with information of a very general nature, but are not aware of the details.
