GLOSSARY OF TERMS USED
AND MAJOR ORGANIZATIONS
MENTIONED IN THIS STUDY

Blac-A-Vention (BAV)—A creation of the Triple O community organizing group in the mid-1970s; its purpose was to promote a discussion of educational goals and development of educational policy within the black community as well as the possible creation of an alternative community school board.

Blacks for Two-Way Integration (BTWI)—The Larry Harwell/ Triple O-led organization created in 1977 to oppose busing for the sake desegregation; the actual goal of the group was to retain as many black schools as possible.

Black Community Caucus (BCC)—A creation of the Triple O community organizing group in the mid-1970s; its purpose was to increase the number of blacks on the MPS school board by reducing the number of black candidates running in primary elections via caucus endorsements.

Chapter 220 Program—A program of voluntary transfer of students between the city of Milwaukee and its nearest twenty-some suburbs; it began in 1976 and was designed to increase metropolitan school integration.

Citizens United for Education (CUE)—An organization formed in the mid-1970s to work for citywide school integration and for pedagogical reform in the Washington High cluster schools.

Clifford McKissick Community School (CMCS)—Emerged out of the Panther’s Den in 1970 to initially accommodate African American “refugees” from the racial strife at Washington High School; the school featured a nationalistic and Afrocentric program.

Coalition for Peaceful Schools (CPS)—An integrated group that worked to promote peaceful integration of MPS pursuant to the 1976 court order.

Coalition to Save North Division (CSND)—A group formed by members of the North Division community to keep the new high
