A New School on
the Horizon

Getting Started

After Hermann accepted the offer from Texas A&M University to serve as the first director of the planned Bush School, he flew to Houston in late 1994. The new dean of the College of Liberal Arts, Woodrow Jones, met him at the airport. Before driving the ninety miles to College Station, they visited Bush in his Houston office for a cordial, get-acquainted session. The president expressed his appreciation for Hermann accepting the director position, they posed for photographs, and the session ended. Hermann reflected on that visit: “Only later did I come to appreciate the remarkable nature of the trip. It marked the beginning of my relationship with Dr. Jones and with President Bush. Both would be key to the task ahead.”

Hermann’s task at Texas A&M entailed the design and implementation of a new master’s degree program. Although called a “school,” it was to be embedded in the College of Liberal Arts along with typical academic departments such as English, history, and sociology. Hermann and Jones had an effective working relationship. Jones treated him with enormous respect and provided considerable latitude in the planning and operation of the Bush School; however, the
