Cost Containment Through Faculty Personnel Policy

Expenditure for faculty compensation constitutes the largest component of the cost of instruction and accordingly commands attention in efforts at cost containment. Various strategies in Chapter 8 on interinstitutional arrangements have the potential for savings in the number of faculty positions. In Chapter 9, on containment of capital outlays, strategies were presented that could decrease the average cost per fulltime equivalent student served, consisting of both average current cost and the annualized cost of outlays, but the total cost of faculty could increase due to more students being served. In the immediately preceding chapter on campus operating costs, various strategies have been presented that offer savings in the use of faculty. In the present chapter, we focus on cost containment through policies centering on faculty personnel.


BUDGETING TOTAL FACULTY POSITIONS

The question has been explored by the present author ( Simpson, 1975d) as to whether there is anything inherent in the manner in which resources are allocated to an individual institution of higher education for the workload of its continuing program that would restrict the opportunity and incentive for faculty members to innovate their instructional practices. In the case of public institutions, this allocation is predominantly from the state or local government, through or influenced by various intermediary organizations. In the
