Arroyo Creates Commission on Values Formation, Cites Goals

With less than two months before a new leadership is elected, President Gloria Macapagal Arroyo has created the Presidential Commission on Values Formation (PCVF) to institutionalize and strengthen just and moral governance in the bureaucracy.
Malacanang yesterday released Executive Order No. 314 signed by the President last April 30 creating the new presidential commission.
The commission will be headed by a chairperson, with the rank of presidential adviser, and six members to be appointed by the President for a co-terminous term.
The President, however, has yet to fill up the new positions in her government, presidential spokesman Ignacio Bunye said in a news briefing.
In the executive order, the President said the presidential commission would work closely with the civil society and the private sector in the establishment of a strong foundation for moral value formation in the government bureaucracy.
She noted that Filipinos have strongly sought the establishment of moral governance and strengthening of moral recovery in public service.
It is imperative that there be a continuing and intensified drive against graft and corruption, patronage politics, apathy, passivity, mendicancy, factionalism, and lack of patriotism as a stated purpose and critical lynchpin of the success of this administration, she said. …
