Managing Internal and External Risk in the Information Age

The previous mini-forum on managing internal and external risk in the information age highlighted a key challenge we face in the federal government: effectively sharing information while managing the risks involved. We are well aware that information sharing is critical to the success of government. Whether it is to prevent an attack on U.S. interests, manage a natural disaster, or share tacit knowledge between current and future leaders, we must use new technologies to communicate effectively.

Unfortunately, instead of embracing a sound approach to information sharing and risk management, many federal organizations continue to operate in "cylinders of excellence" or lack the governance required to securely share and manage their information. Some agencies that have experienced this culture change now share information with their counterparts in similar lines of business. With this in mind, how do these agencies assess and mitigate the risks associated with their mission responsibilities?

To start with, more agencies need to realize that risk is not always a problem and accept that with risk threats come risk opportunity and the need to integrate risk management into business processes. …
