Blackpool's Fine Makes Mockery of Squad Rule

THE Premier League ask their clubs to name 25 players in their squad and insist on certain criteria, including the number of home-grown players. Now, apparently, they want to pick the starting XIs as well.
I understand the principle of wanting teams to put out their strongest sides for a particular night but the [pounds sterling]25,000 fine Blackpool received for their line-up at Aston Villa is not right.
I can't see how the Premier League can justify the fine. You can't accept a list of players from a club and then retrospectively say certain ones don't count.
How can anyone tell Ian Holloway what his best team is? He knows his players better than anyone; he knows who is tired and risks injury. You shouldn't have someone in a suit saying: 'Nay, too many changes.'
Are they better qualified than a club doctor who might urge the manager on medical grounds to give certain players a rest? …
