Schaumburg Panel Recommends Plan Allowing Demotions

Schaumburg's public safety committee approved a measure Thursday night to allow the village's police and fire chiefs to recommend demotions of supervisors as a form of discipline.
The proposed ordinance, which now goes to the village board for final consideration, had been on the books of the village's board of fire and police commissioners since 1997. But it was recently discovered that a separate and required "enabling ordinance" was not in village codes.
Such disciplinary action is not provided for under state law, but is allowed home-rule communities, such as Schaumburg, pass such an ordinance, officials said.
No one in either the police nor fire department has been demoted since the fire and police board was granted such authority in 1997. Nor are there any pending demotions that triggered the proposed ordinance, Village Manager Ken Fritz said.
Fire Chief David Schumann and Police Chief Richard S. Casler each described the demotion power as a more fair way of handing out punishments to command personnel than other options.
