Canada Post rates on the rise | Canadian magazine publishers face a 12 percent second class postal increase January 1, as Canada Post raises rates across the board. What's more, that rate increase may repeat in each of the next five years, effectively raising rates 70 percent by 1994.

Meanwhile, as a result of recent trade agreements, U.S. publishers continue to face protectionist legislation that bars certain publications from entering the country.

Second class rates for Canadian publications will jump from an average 5.5 cents per piece to 5.9 cents (7.3 percent) for the first 10,000 pieces, and to 6.2 cents (12.7 percent) for the balance of the mailing. (All figures are in Canadian dollars.)

Rates will increase at a similar rate for foreign publications that were printing and mailing in Canada prior to 1984. Time, Newsweek and others, which enjoy protected, subsidized status, will see mailing costs climb from 6.6 cents per copy to 7.4 cents.

Other foreign publications--some 300 printed in foreign countries but mailed in Canada--will see rates climb only 4.7 percent. This, however, is an unsubsidized, cost recovery rate of 44 cents per piece, up from 42 cents.

Canadian first class rates will rise by 1 cent, to 38 cents per piece. Third class rates are expected to rise at the 4.3 percent cost-of-living rate. The current charge is 17.5 cents per carrier-route coded piece and 19 cents for unsorted mail. …
